She looks like she's made of plastic. There are inaccuracies on her kimono as well. 
Though I was quite proud of myself for not procrastinating on this.
The comment from ~peams has reminded me that I should mention that is was fanart. She is Tomoe Yukishiro, from the anime/manga called Rurouni Kenshin. Almost could have gotten sued!
